Cigarette Butts / Ferry Line Up

I was wondering why we don't have a "No Littering" sign posted at the ferry lineup?

Besides the paper cigarette butts don't rot for a long, long time and due to the smokers laziness of not picking up after themselves and using their ashtray to move it to a proper disposal site they're all over the road. Our home burnt down last year due to a wildfire that could easily have started from a cigarette butt. I'd hate for anyone on Thetis to go through that.
