Needed: eSpokes Manager

This email service called eSPOKES is now a committee of TIRRA, governed under TIRRA's bylaws. The forming statement will be posted with TIRRA minutes.

A volunteer "manager" sends the daily emails. Sending out the emails is cut and paste.
